Recognition Procedure in Azerbaijan: Accelerated Access to the Pharmaceutical Market

To improve patient access to innovative medicines and align with international regulatory practices, Azerbaijan has introduced a Recognition Procedure for medicinal products approved by leading regulatory authorities.

This pathway enables significantly faster market entry compared with the traditional registration process by relying on evaluations previously performed by trusted reference agencies, including the European Medicines Agency (EMA) and the U.S. Food and Drug Administration (FDA).

Benefits of the Recognition Procedure

The Recognition Procedure offers several advantages:

• Accelerated regulatory review
• Faster patient access to innovative therapies
• Reduced administrative burden
• Simplified dossier assessment
• Improved launch planning for pharmaceutical companies

Timelines

The recognition review generally takes approximately 2–3 months.

After completion of registration, companies must obtain price approval from the Tariff Council, which usually requires an additional 1–2 months.

As a result, products may reach the Azerbaijani market within approximately 3–4 months, compared with 10–14 months under the standard registration pathway.

Eligibility Requirements

To qualify for the Recognition Procedure, several conditions must be met:

• The medicinal product must be registered in the country of origin or manufacture.
• The product must be actively marketed in the reference country.
• Approved pack sizes, strengths, and labeling should correspond to those authorized in the reference market.
• Supporting documentation confirming regulatory status may be required.

Registration Certificate Validity

Marketing Authorizations granted through the Recognition Procedure are valid for five years, identical to registrations obtained through the standard pathway.

Commercial Launch

Following recognition and price approval, products can be launched immediately on the private pharmaceutical market, subject to manufacturing and supply chain timelines.

For international pharmaceutical companies with EMA- or FDA-approved products, the Recognition Procedure represents the fastest route to commercializing medicines in Azerbaijan and significantly shortens time-to-market.

Nexa Pharm supports manufacturers throughout the recognition process, from eligibility assessment and dossier preparation to regulatory submission, pricing approval, and market access strategy.
